Audit of Disaster Management

This eLearning course is the first activity of the IDI-ASOSAI Cooperative Audit Programme on Audit of Disaster Management.

This programme is conducted in cooperation with the INTOSAI Working Group on Environmental Audit (WGEA). The objective of the programme is to enhance both professional staff and organisational capacity in SAIs in conducting the audit of disaster related issues through a pilot audit. With this eLearning course we will assist the participating SAI teams to plan and conduct an audit based on the international best practices, specifically the International Standards for Supreme Audit Institutions (ISSAIs) and WGEA audit guidelines. After the eLearning course we will also assist the teams to finalise the audit plan and reports.

This e-course has been designed in order to facilitate the understanding of disaster management related issues and ISSAIs related to it. The pilot audit after the eLearning course will be based on performance audit methodology. The eLearning course will also elaborate on the performance audit methodology. Participants should be able to make a draft plan after the eLearning course that will be discussed in the audit planning meeting.
The e-course has following five modules:
  • Module 1 covers Introduction to disaster management and role of SAIs
  • Module 2 is on preparing for audit of pre-disaster activities (DRR)
  • Module 3 is on planning audit of disaster risk reduction
  • Module 4 covers preparing for audit of post-disaster management and disaster related aid
  • Module 5 covers conducting audit of post disaster activities
